That's because it's an animatic, not an animation.
An animatic is a precursor to an actual fully tweened animation in which storyboard panels (rough sketches done by hand on paper usually) are arranged in sequence to give a general idea of timing, setting, and general story telling. Like the rough draft of an essay. Usually it's not even remotely animated (the run cycle I included for example would normally only be one drawing, and not four). It's just a rough idea, of sorts.
